Broadcast vs. Peer-to-Peer Texting: What’s the Difference?
Broadcast messaging and peer-to-peer texting differ in both how messages are sent and who campaigns can reach. Broadcast sends automatically to opted-in audiences, while P2P requires a separate human action for each outbound message and lets political campaigns reach lawfully sourced voter-file and other non-opted-in political audiences.

Broadcast messaging and peer-to-peer texting can both reach large audiences, use prepared messages, support personalization, receive replies, and lead to individual conversations.
The practical difference starts with the audience. If a campaign is messaging people who have opted in to automated texts, broadcast can move that outreach automatically at scale. If the campaign needs to reach lawfully sourced voter-file or other political audiences that have not opted in, P2P provides a human-initiated workflow for that outreach.
That difference in reach drives the difference in how each mode operates.

Neither workflow is inherently one-way. The distinction is how the initial outreach is sent and, for political campaigns, which audience the campaign needs to reach.
When should campaigns use broadcast messaging?
Use broadcast messaging when the campaign has an opted-in audience and needs to reach that audience quickly and consistently through an automated workflow.
Common examples include supporters, volunteers, subscribers, donors who have joined a messaging program, and other contacts who have opted into automated texts.
A campaign prepares the message, selects the audience, and launches or schedules the send once. The platform then handles distribution across the list.
That makes broadcast well suited to:
election reminders;
fundraising appeals;
event announcements;
volunteer instructions;
rapid-response updates;
recurring supporter communication.
Broadcast is generally the more efficient workflow when the audience is available for automated messaging because the campaign does not need a person behind every initial message.
When should campaigns use peer-to-peer texting?
Use peer-to-peer texting when the campaign needs to reach lawfully sourced voter-file or other political audiences that have not opted into automated texts.
In a manual P2P workflow, each outbound message is initiated through a separate human action. The software can organize the audience, prepare the message, assign work, apply suppression, and manage replies, but it does not independently release the entire list.
That human-initiated model gives P2P its particular role in political outreach. The FCC has stated that manually placed text messages can be sent without the prior express consent required for autodialed texts and has found that a platform incapable of sending without active and affirmative human initiation is not an autodialer for those TCPA restrictions.
That makes P2P useful for programs such as:
voter persuasion;
voter identification;
get-out-the-vote outreach;
volunteer recruitment;
polling or issue outreach;
targeted fundraising;
other voter-file communication.
P2P does not make an arbitrary contact list acceptable. The campaign still needs a lawful source for the contact information and remains responsible for opt-outs, suppression, and the other requirements that apply to the program.
The tradeoff is operational. Every initial message requires a human action, so large P2P programs also require enough staff, volunteers, or managed senders to perform the work.
Is broadcast faster than peer-to-peer?
Usually.
Broadcast can work through an audience automatically once the campaign launches the send. The main constraints are the messaging infrastructure, number type, carrier capacity, and platform throughput available to the program.
P2P has those same underlying messaging constraints plus another one: people.
If 500,000 peer-to-peer messages need to go out, someone still has to initiate those messages individually. Campaigns therefore need enough staff, volunteers, or managed senders to complete the work within the available window.
This is why the audience question should come first. If the campaign can use broadcast, automating the send is generally more operationally efficient. When the audience calls for P2P, staffing becomes part of the campaign plan.
Can both receive replies?
Yes.
Broadcast does not mean one-way, and P2P does not end when the initial message is sent. Recipients can reply to either workflow when the messaging platform supports inbound communication.
Those responses can then move into one-to-one messaging, where staff or volunteers continue the conversation individually with the original outreach preserved as context.
A campaign might therefore:
broadcast an update to opted-in supporters;
run P2P outreach to a lawfully sourced voter-file audience;
manage replies from both as one-to-one conversations.
The three modes solve different parts of the same communication problem.
Do campaigns need to choose only one?
No.
Most political programs have more than one audience and more than one communication need.
An opted-in supporter list may be a natural broadcast audience. A lawfully sourced voter file may call for P2P. Once people respond, both can feed into one-to-one messaging.
The better question is not whether broadcast or P2P is universally better.
It is who the campaign needs to reach, where those contacts came from, whether that audience has opted into automated messaging, and which sending workflow fits that audience.
Start there. The operational differences in speed, staffing, capacity, and reply handling follow from that choice.
